The educational policy statement Québec Schools on Course maintains that measurement and evaluation is a central component of the curriculum, more so since the implementation of the new Québec Education Program (“The Reform”). Measurement and evaluation are elements of a process that leads to a judgment on the knowledge acquired by a student and the compentencies developed leading to decisions and actions about this student. This judgment must be founded on a sufficient amount of pertinent information to give meaning to these decisions. This judgement is accountable to teachers who, equipped with expertise and the close relationship they develop with each student, are best positioned to do so. This begins with what to evaluate, how to evaluate, when to evaluate and how this will be communicated to the parents. All this collected information becomes significant when analyzed and compared to a reference point.
